OMG, I don't know. >.<

Not my usual Queen Cosmos, but then, I don't think she's Cosmos just yet. I have this idea that when Lady Serenity (Chibiusa) comes of age, Neo Queen Serenity and her court retire from active duty, though they still retain their honorary titles. Therefore, Lady Serenity rules as Neo Princess Serenity with the asteroid senshi as her court. (Is Helios in there somewhere? Haven't decided yet.)

Neo Princess Serenity, who inherited the ginzuishou early on as Sailor Chibimoon, becoming the pink crystal, is now Sailor Moon. This leaves Neo Queen Serenity's starseed "free" to evolve into a new sailor crystal. Maybe that evolution is happening now . . .
